　　小镇上空总是弥漫着令人窒息的水汽，虚弱的病人纷纷离世，这引起了女医生苔丝?马汀（安?海切 Anne Heche 饰）的注意。她通过实验发现，这是赤裸裸的毒气。为了调查原因，她跟医疗队奔赴现场。此时，政府介入给医疗队施加压力。她通过调查发现，原来，这些毒气跟政府主导的一项飞机尾迹的实验计划有关。飞机在高速飞行时会降空中的水汽凝结成线，这些尾迹实际上是一种伤害人体的有毒物质，是传染性病毒。然而，当苔丝向政府质询时，对方却解释说；这是个环保计划，目的是通过水汽将阳光反射回太空以减轻全球变暖的压力。更令人气愤的是，这些尾迹的投放地点竟然也是预先设计好的，专门对老弱病残者下手。面对强权，苔丝没有退随，她坚持正义为民众争取着生存的权利……
